Here are some highlights of what Chuck has done for Western New

- Chuck fulfilled his promise to bring
lower air fares and more frequent service to Western New York
by lobbying the Department of Transportation relentlessly
on JetBlue's behalf to obtain 75 precious take-off and landing
slots at JFK Airport.

- Chuck was instrumental in
bringing low-cost air carrier Southwest Air to Buffalo. By
helping to improve competition among carriers, Chuck helped Western
New York compete for travel-intensive global business previously
deterred by the high cost of air service to the area.
- After a meeting in Albion with Orleans County economic development
and elected officials, Chuck became involved in the successful
effort to persuade Washington Mutual to keep the Dime Bank mortgaging
center open. Local officials were concerned that Washington
Mutual would close the facility as part of its takeover of Dime,
but in November 2001, Washington Mutual announced that it would
convert the Albion facility into a customer contact center, doubling
the workforce there and saving over 450 jobs in Orleans County
.
- Chuck secured $300,000 for the National Park Service (NPS) to
conduct a "Niagara
Falls River and Gorge National Heritage Corridor Study."
Chuck also worked with Rep. John LaFalce to get $25,000 from the
NPS to fund a study to determine what role

revitalization of the Niagara Falls Park. Chuck's Niagara Falls
Advisory Pan el, formed to work toward a National Heritage Partnership,
succeeded in getting many parties to work together in this effort.
- Chuck, along
with Senator Clinton, announced $1.5 million in funding for Buffalo's
Inner Harbor Project in the FY02 Transportation Appropriations
bill. The bill also included $2.56 million for the Niagra Frontier
Transportation Authority (NFTA) to buy new buses and $2.4 million
for a new landing approach system for a runway at Niagra International
Airport.
- Chuck worked to secure the Justice
Department decision to drop private landowners from Indian land
claims lawsuits filed on behalf of Indian tribes in New York
State.
- Chuck
worked to secure almost $20 million to help
hospitals in Niagara County deal with federal spending cuts.
The funding was part of the $751 million secured by Chuck for
New York hospitals in the Medicare, Medicaid and SCHIP Benefits
Improvement Act of 2000 (BIPA). Chuck also announced $2.75
million for Chautauqua County hospitals.
- Chuck
played an instrumental role in the Senate in
obtaining a record $70 million in direct payments to New York's
apple and dairy farmers in the FY2001 Agriculture Appropriations
Bill.
- Chuck
worked to get a $1
million grant for the City of Buffalo and the Shea's O'Connell
Preservation Guild to complete the expansion and renovation
of Shea's Performing Arts Center.
- Project
Exile: Chuck obtained $500,000
over two years for the Western District of New York to hire
two Assistant U.S. Attorneys to prosecute gun crimes.
- Chuck
worked to obtain 25 new summer customs inspectors at the Peace
Bridge, which helped boost the area's commerce and tourism by
shortening the amount of time it takes to get into and out of
Canada. Chuck,
along with Senator Clinton, also announced $25 million to hire
additional Customs personnel along the Northern Border as
part of FY01 appropriations.
- Chuck
lobbied the Department of Agriculture to mitigate
the effect of new federal rules intended to raise the price of
cranberries. The agency then agreed to adopt less stringent
regulations that protected workers at the Dunkirk-based Cliffstar
Corporation, which employs 525 people and is Chautauqua County's
13th largest employer.
- Chuck
cut through the red tape facing families of sick children with
severe gastrointestinal illnesses in dire need of the drug Propulsid.
Chuck helped locate doctors willing to take on these patients
and persuaded
the pharmaceutical company to expedite obtaining Propulsid for
the Buffalo families.
- Chuck
worked to get Erie, Chautauqua and Cattaraugus Counties federal
disaster area designations, making the areas eligible for
FEMA aid to cover the costs of plowing and removing over two feet
of snow that fell during a crippling snow storm on November 20th,
2000. The FEMA funds covered approximately 75 percent of the $5.1
million in total cleanup costs.
- Chuck
and Rep. John LaFalce secured
$4.1 million for upgrading and extending the runway at the Niagara
Falls Air Base under a military construction appropriations
earmark, ensuring that Niagara County's second largest employer
remains open for business.
