SCHUMER DELIVERS MAJOR $30 MILLION FED INVESTMENT FOR SYRACUSE’S TTM TECHNOLOGIES TO CREATE SECURE SUPPLY CHAIN OF ADVANCED PRINTED CIRCUIT BOARDS FOR AMERICA’S DEFENSE & SEMICONDUCTOR INDUSTRIES


TTM Last Year Announced Plans To Create Up To 400 New, Good-Paying Jobs In Central NY, Citing Tech-Hub Designation Schumer Secured And Increased Demand From His CHIPS & Science Law For Printed Circuit Boards, Which Are Vital To Chip Industry & National Security

Now With TTM Recently Breaking Ground, Schumer Has Secured A Major Investment From The Department Of Defense To Bolster TTM’s Growth By Boosting Their CNY Expansion To Make Advanced Printed Circuit Boards For The Defense Industry—Which Right Now Are Overwhelmingly Made Overseas

Schumer: TTM’s Major Expansion In Syracuse Puts Region At Heart Of Advanced Circuit Board Production For America’s Chip Industry & National Security

After helping land TTM’s major expansion in Central NY last year, U.S. Senate Majority Leader Chuck Schumer announced that following his advocacy, the Department of Defense (DoD) has awarded a $30 million federal investment from the Defense Production Act Title III program to boost TTM Technologies’ major expansion in Central NY to manufacture advanced printed circuit boards (PCBs) that are critical to America’s national security.

“We cannot have the printed circuit boards our military and chip industry rely on overwhelmingly made overseas. This $30 million federal investment will ensure the future of this industry, that is vital to America’s national security, is made here in Central NY by the 400 new, good-paying jobs being created by TTM. TTM is the largest printed circuit board producer in the country. Their technology is state-of-the-art, and the DoD’s investment in Central NY-made advanced printed circuit boards will make our supply chains more secure,” said Senator Schumer. “With TTM recently breaking ground, this $30 million could not come at a better time to accelerate their growth and meet this pressing national security need. When I wrote my CHIPS & Science Law, I did so with the vision that all the critical components of the supply chain for this revolutionary technology would be stamped 'Made in New York' – and week after week we are seeing critical federal agencies and the private sector invest more in Central NY to make that a reality. From Micron’s historic $100+ billion planned investment to TTM’s new 200,000+ square foot facility, it is becoming clearer every day that Central New York is establishing itself as America’s semiconductor superhighway.”

Specifically, this federal investment will enable TTM to acquire and install advanced manufacturing equipment and develop prototype designs for its new 200,000+ square foot facility, significantly increasing domestic production of ultra-high density printed circuit boards and bolstering supply chain resilience, in line with the 2024 National Defense Industrial Strategy.

Schumer explained, “Currently printed circuit board manufacturing is overwhelmingly based in Asia, and America’s military and the semiconductor and broader microelectronics industries need to onshore printed circuit board manufacturing to better protect our national security and meet increased demand spurred by my CHIPS & Science Law. The $30 million announced today will help TTM accelerate its efforts to bring high-tech capabilities back to the U.S., creating a stable supply of secure, American-made, advanced printed circuit board and further positioning Upstate NY as an epicenter in the global microelectronics industry and Central NY and the I-90 Tech Hub as the heart of this growing industry.”

TTM Technologies CEO Thomas Edman stated, “TTM is honored to have the support and leadership of Senate Majority Leader Schumer and Governor Hochul to help make a sound economic and national security case for New York State and the Department of Defense (DoD) co-investments in Syracuse. Our new state-of-the-art 200,000+ square foot facility will deliver trusted, domestically sourced advanced ultra-HDI printed circuit boards.  The new facility will help fill the capacity void that the DoD is facing. Schumer said American companies, including defense contractors providing critical products for the military, currently have a greater demand for ultra-high density interconnect (UHDI) PCBs than domestic producers can supply. The senator said this presents national security risks, making it critical that the United States develop the capability to manufacture Ultra-HDI PCBs at-scale as soon as possible.

In 2023, President Biden signed a presidential determination authorizing the use of Defense Production Act to support the nation’s domestic Printed Circuit Boards and Advanced Packaging industrial base, which allows the Department of Defense (DoD) to utilize its Defense Production Act (DPA) Title III authorities to invest in expansions of these industries to ensure America remains on the cutting-edge of this technology. TTM’s expansion in Central NY will help uniquely address this gap, establishing a stable supply of secure, domestically produced, advanced PCBs needed to safeguard the country’s national security.

Schumer advocated directly to Secretary of Defense Austin with letters of support highlighting TTM’s project and personally called Secretary Austin to make the case for the need to fund this critical national security project, emphasizing the importance of the funding to the overall success of TTM’s expansion in Central New York and their growing supply of technology that the DoD relies on. Schumer also successfully pushed in the Fiscal Year 2024 appropriations bill to deliver an increase in overall funding for the DPA Title III program to help ensure TTM and other critical national security projects could be considered for awards.

Schumer had pushed for TTM’s expansion in Central NY, personally calling the CEO last year, which resulted in TTM selecting Syracuse for their major 400 job expansion out of over a dozen other states, with the company also citing the federal Tech Hub designation Schumer created in his CHIPS & Science Law and recently landed for the Syracuse-Rochester Buffalo Region as one of the deciding factors for selecting the region for their final investment. Since then, Schumer helped the I-90 semiconductor Tech Hub become one of only twelve award winners, delivering $40 million from his CHIPS & Science Law. This includes major funding for workforce training initiatives to close gaps in upskilling, hiring, and retention, especially for populations that have been historically excluded from tech and manufacturing-related job opportunities that will help local workers get the skills they need for good-paying tech jobs like those at TTM.

TTM’s expanded Central NY facility will be one of the most technologically advanced and largest PCB manufacturing sites in North America, with a highly optimized process to allow for shorter lead times, faster delivery, and a significant increase in domestic capacity for Ultra-HDI PCBs, adding to TTM’s existing Central NY workforce of approximately 600 employees. These Ultra-HDI printed circuit boards are a vital component of the microelectronics and semiconductor industries, which are also seeing increased demand nationally driven by Schumer’s CHIPS & Science Act.
