Communities Across Upstate NY Will Receive Funding For Long Desired Community Projects Such As Expanding Access To Telehealth Service, Making Bridges And Streets Safer, Upgrading Wastewater Infrastructure & More

Funding Comes From Northern Border Regional Commission, Which The Senators Fought To Secure Historic Funding For In Bipartisan Infrastructure Investment & Jobs Law – That Schumer Led To Passage In The Senate – And That Was Recently Reauthorized And Expanded

Schumer, Gillibrand: Fed $$ Continues To Flow From NBRC To Boost The Economy Of Upstate NY!

U.S. Senator Charles E. Schumer and U.S. Senator Kirsten Gillibrand today announced $5,184,286 in federal funding for six projects across the North Country & Upstate New York through the Northern Border Regional Commission (NBRC). Schumer and Gillibrand said these projects will help address critical needs across the region, including expanding access to telehealth services, making bridges and streets safer, upgrading wastewater infrastructure, and more to help improve quality of life and spur economic development in the region.

“From expanding access to telehealth services to making streets and bridges safer, this $5+ million will support major infrastructure upgrades in Upstate New York. From the North Country to Hudson Valley, these federal investments will help create new jobs, strengthen our infrastructure, and boost quality of life across the region,” said Senator Schumer. “I fought to secure an increase in funding for the Northern Border Regional Commission and to reauthorize and expand this important federal investment because it has played a unique and pivotal role in spurring economic development, upgrading infrastructure, improving quality of life, and creating jobs in communities across Upstate New York. I’m thrilled that the NBRC is continuing to deliver much-needed investments in Upstate New York’s future.”

“This federal funding through the Northern Border Regional Commission will allow communities across Upstate New York to complete a variety of critical projects, including the expansion of telehealth services, improvements to wastewater infrastructure, and vital upgrades to our bridges and streets,” said Senator Gillibrand. “The NBRC’s investment will empower communities to improve their quality of life while simultaneously encouraging economic development across our state. “Maintaining our roads and bridges increases in cost every year, so this funding announcement is welcome news,” affirmed Sullivan County Manager Joshua A. Potosek. “Replacing the Flugertown Road bridge will not only make it safer and more durable but also ensure continued access to some of the wildest, most unspoiled landscapes in Sullivan County. We rely on the dollars generated by the thousands who come to enjoy our natural resources throughout the year, which Senator Schumer understands very well, as demonstrated by his diligent support of New York’s rural upstate counties, including Sullivan.”

Adirondack Medical Center

$480,000.00

Adirondack Health, the largest private employer in the Adirondack Park, will make cutting-edge upgrades to its security, networking, and telecommunications software and hardware that will allow the hospital’s healthcare providers to reach rural residents and expand providers’ ability to see patients via telehealth and to treat in-person patients with improved efficiency and reliability. 

Sullivan County

$524,800.00

Sullivan County will replace a deteriorated bridge’s rough cut timber beam construction in the Town of Neversink. The new bridge will be replaced with advanced, crash-tested infrastructure.

Adirondack Community College

$125,280.00

The State University of New York (SUNY) Adirondack Community College will complete Phase 1 of a wastewater infrastructure improvement project on campus.  The wastewater study will allow the college to identify a more efficient wastewater discharge route that reduces risk failure.

Town of Keene Town Hall

$1,000,000.00

The Town of Keene will upgrade the municipal water system that services Water District #2 in the hamlet of Keene Valley, which serves approximately 263 users, including many small businesses that support the tourism economy.

Village of Constableville

$2,776,261.00

The Village of Constableville will repair its aging water system and make pedestrian travel safer. The water infrastructure project will include right sizing drains, expanding coverage zones, and replacing aging cast iron lines, much of which is over 100 years old. The implementation of the Complete Streets Plan will improve access to public facilities and businesses by making pedestrian travel safer and more appealing for both residents and visitors.

Northern Area Health Education Center

$277,945.00

The Northern Area Health Education Center will improve access to quality health care by promoting improvements in the supply, training, development, and distribution of health professionals.  The funding will support the continued development and deployment of a digital platform, the creation of new career pathways, and outreach efforts required to engage the region’s diverse population.

After years of advocacy, Schumer and Gillibrand recently announced they had successfully reauthorized the Northern Border Regional Commission (NBRC) for another 5 years, increasing funding and expanding the critical grant program that has delivered tens of millions of dollars for the North Country and Upstate NY. From 2010-2024, the NBRC has invested in over 78 projects, totaling more than $48 million in federal funding for Upstate New York. Schumer introduced the Northern Border Regional Commission (NBRC) Reauthorization Act of 2023 which paved the way for these key changes.

In addition to reauthorizing the NBRC for an additional 5 years, the bill also increased funding for the program from $33 million to $40 million. The bill made critical enhancements to the range of projects the NBRC is able to support to foster growth in the region, including a new program focused on addressing childcare and healthcare needs, increasing support for addiction treatment, and new support for capacity building for business retention, job training, and job creation. The NBRC reauthorization was included as part of the Economic Development Administration reauthorization in the bipartisan, bicameral Water Resources Development Act.

Schumer has a long history of championing the Northern Border Regional Commission and its positive economic impacts on Upstate New York. In 2021, the senator successfully secured $150 million for the NBRC, over triple its funding from previous years, through the Bipartisan Infrastructure Investment & Jobs Act.

Established in 2008, the NBRC is a federal-state partnership focused on the economic revitalization of communities across the Northern Border region, which includes New York, Maine, New Hampshire, and Vermont. The Commission is composed of the governors of the four Northern Border states and a federal co-chair and provides financial and technical assistance to communities in the region to support entrepreneurs, improve water, broadband, and transportation infrastructure, and promote other initiatives to improve the region’s economy. The northern border region of New York State currently includes 30 counties: Cayuga, Clinton, Essex, Franklin, Fulton, Genesee, Greene, Hamilton, Herkimer, Jefferson, Lewis, Livingston, Madison, Montgomery, Niagara, Oneida, Orleans, Oswego, Rensselaer, Saratoga, Schenectady, Seneca, St. Lawrence, Sullivan, Washington, Warren, Wayne, and Yates. Schumer and Gillibrand also recently secured the inclusion of Schoharie and Wyoming Counties in the recent reauthorization bill.
